Dirty hot Water in the University

We discovered that the hot water was dirty:

Authorities have been informed.
Picture above shows the cold water and hot water.
Some Physical Properties:
It does not smell.
It looks like something soluble thing is mixed homogeneously.
The temperature is warm ( more than 37 degree C)
Visibly dirty.
